Hardness describes dissolved calcium and magnesium in water. Softened water has had much of that hardness reduced, usually through ion exchange. Neither condition can be judged reliably from one household symptom alone.
Hard water does not automatically mean a damaged plumbing system, a fixed increase in energy bills, or a predictable loss of appliance life.
A conventional ion-exchange softener reduces calcium and magnesium. It does not act as a sediment filter, does not remove every dissolved substance, and does not guarantee lower bills or longer appliance life.

Use a municipal water-quality report or a hardness test for an actual hardness reading. A soap-bottle test may be a rough clue, but it is not a precise measurement.
